I fear that giving government officials high pay may unify the political and economic elite into a single group, which would not be good.

High pay might help reduce the risk of corruption, but has its own negative consequences.

Also, there is the likelihood that even with high pay, greedy officials might engage in corrupt practices, so, perhaps, modest pay would be better.

ministers should get payed as they can't opirate anything else. Not council or president as they have all power.
