It appears council as a whole is severely unpopular while the president is very popular, similar to the old "aproval gap" crisis in January.

Why do people always disapprove of the council

I believe the typical reasons expressed are... Council is too slow voting, Council voted down \[insert bill\], dislike of \[insert council member\], council is too small, and a portion of people who think Council has too much power and either the president or general public should have more.

Sorry Bob, but if that is supposed to be the actual poll for the A.R.A., I think you may have missed a few crucial parts of it, which I will list soon. EDIT: Here are those, copied and pasted: Article II: The poll shall include 3 questions asking the voter their username, their voter code, and whether they support the amendment’s passage. Article III: The question about whether the voter supports the amendment’s passage shall have two and only two answers, those being “aye” and “nay”

From what it seems it's that Council in some... broad sense is disliked, not quite it's system but just a general feeling, less the exact people in it, on that note I should check how the individual Council member polls are going!
