When proposing legislation such as my Reform to Make Prisons More Rehabilitative Act or proposing that we keep the economy just RP, I find myself either ignored or people complain that "we don't have\_\_\_\_." These societal restrictions on keeping laws strictly ones that can be implemented with practicality within Reddit severely limit our RP potential. There are so many things that we could do if we were simply open to the idea of having some things be RP, while we don't actually have tools to implement things, we can still pretend that they exist. I should be able to open a restaurant without people telling me that I can't actually serve food on Reddit. The DoR does this, why can't we?

The DoR's problems have been caused by really only two things:
1. Harassment and bigotry over things like race, gender, etc.
2. Lack of moderation's ability to control these issues (mainly because it happened mostly on discord)

The DoR has a map, and it's a lot older and more developed than us.

But that doesn't mean that we can't develop? It's not like we need to be an older and developed subreddit for more RP legislation.
And how are we supposed to get a map when we reject RP legislation?

You're putting the cart before the horse. Just because council hasn't accepted this pretty meaningless piece of legislation doesn't mean we reject ALL RP legislation. When we have a map, we can have prisons. When we have prisons, we can make them how you want them.

I get having legislative branch before having prisons. I just don't get why we can't pass laws about prisons before maps. Like why do we specifically need a map before prison law? Shouldn't we have laws about prisons before they're even built on a map?

You know what, that is a fair point. I guess will all the insistence on having actual economy I forgot that this was the point.
