Article I: Transfer of Powers

* I.I: In the case that the Vice President position is vacant, and there is an even-numbered Council, the Speaker of Council shall take on the tiebreaker powers.
* I.II: The Speaker of Council shall still cast their original vote, but in case of a tie, they may cast a second, tiebreaking vote.
* I.III: The Speaker Pro Tempore shall assume the tiebreaking powers if the conditions of I.I are met, as well as a vacant Speakership.

Article II: Enactment of the Amendment

* II.I: The amendment shall take effect immediately upon passage.

what happens if the speaker is also gone

Hard no. If there is no Vice President, then elect a new VP to cast the tiebreaking vote, or temporarily allow the President to do so. But under absolutely no circumstances should one council member be given essentially TWO VOTES. This completely destroys the principle of equal representation and gives the speaker far more power than they were ever meant to have. And the speaker isn't even elected by the people, so why do we give them such powers? 1 COUNCIL SEAT = 1 VOTE That is one of the most basic principles of democracy, and this amendment directly breaks it.
