Article VII: The president also gains the authority to pass or overrule  legislation during emergency states, but cannot change their own powers in the constitution, or the rules of the server.

First off due to this de loading I lost the original draft beyond the screenshot, this just does the things that image has explanations

Emergency tiebreaker, contract reforms, basic stuff, Basic stuffs transaction rights supersede anything restricted in contract law or any other things that may restrict a transaction directly (not including taxes) due to being a right, and the quick little thing is passed, elections delayed a week to the 31st if public opnion shifts I will make this earlier
