Summary: Reforms the process of elections.

Raw Contents:

1. Council elections shall be limited to ten per seat. Parties may hold primary elections to choose candidates to run.

2. The length of terms shall expand to one month long for council and 2 months for president.

3. Term limits: No one shall serve more than two  terms as president, and no more than four consecutive terms as Council. 

4. Campaigning and self-promotion is limited to one week before voting starts. This does not apply to candidacy announcements
