Key definitions:

Party — a political organization consisting of three or more members

Registration — a citizen being admitted to a party. Each citizen may be registered to a single party at any given time

Census — a list of all members registered in a given party

Census period — a weeklong period in between censuses

Coalition — an agreement between parties to work together to further their political interests

Political Action Group — a group of individuals that may or may not belong to different parties, whose goal is only to oppose an existing party or ideology.

Article 1: Any group of three or more citizens have the right to create a party by creating a post stating their party name and founding members.

Article 2: Every census period, parties must publish a census of ALL registered members’ usernames.

Article 3: No party may register more members than one fourth of the previous census’s sum of registered members across all parties.

Article 4: Any two or more parties may create a coalition between themselves, but a coalition may not have a combined membership count more than 150% of the largest party.

Article 5: Failure to adhere to articles 1, 2 or 3 will result in the party being delisted for one or more census periods in which they may not register any new members. They may still vote and create propositions for council.

Article 6: Should a party be found to violate a delisting, they will be terminated.

Article 7: To enforce aforementioned regulations, an independent review committee will be established. Members of this review committee will be democratically through popular vote. No two members of this committee may be registered in the same party.

Article 8: Existing parties will have a 2 week grace period after the first census to sort out membership to ensure they meet regulations.

Some thoughts/reasoning:

Why is one fourth the limit for party size? We want to ensure competition between parties to drive progress and avoid duopolies found in the American government.

Why do we want usernames to be counted? To ensure some level of integrity and to ensure no new members are being recruited during a potential delisting.

Why is 3 is the proposed minimum for a party? Because 2 isn’t really enough, but the sub is still small, and we want everyone to be able to find a group of like minded individuals.

Feel free to ask questions.
