This extremly simple proposal, of which the details can be changed as needed by council as needed, proposes a committee of all of council, on the platform of their choosing to reach a position, with a majority vote by committee members, on all issues listed.

1. DOR relations

2. The economy and where it will be located

3. The party bills

4. If eligible, any assistance for the arc trials

5. Any pressing issues that members of council believe should be addressed. 

The people who voted for a decision will write their reasoning.

Any dissenting votes can choose to write on their decision.

The supporting votes for a resolution should also of course write a proposition to council on it.

Part of the reason for this simplicity is so it can be easily modified to add issues, and be used for future times of crisis.
