A key issue I’ve noticed recently is how disorganized our bills are, and I think there is some pretty simple simplification that can be done to improve it. 

**Article I**

A majority will be defined as at least 4 out of 7 council members in favor of a bill, resolution, or confirmation. 

**Article II**

A supermajority will be defined as at least 4 out of 7 council members in favor with no more than 1 against. 

**Article III**

A unanimous majority will be defined as 7 out of 7 council members in favor. 

**Article IV** 

All existing laws requiring a 5/7 or 6/7 majority in council will be amended to require a supermajority as defined in Article II.
