Unfortunately, council seems to randomly go stagnant, and we need to go into a state of emergency. That is why I am proposing the EO Act.

This act will allow the president to immediately sign any bills into law / create and sign their own bills.

These powers may be used after a period of 3 days (72 hours) has passed without any vote on bills, excluding times without any bills waiting for vote.

Executive orders may be cancelled/called back within 1 week of being made, and will require at least 70% of council to vote for the cancellation. 

70% is currently 5 of 7 members, and after next election cycle, will be 7 of 9 members.
