**Article I** The citizen who proposes a bill will hereby be defined as its sponsor. **Article II** To be considered valid, all bills must be written in ~~proper~~ standard English with no mistakes that impede readability. No characters not included in the standard keyboard may be included in a bill. If a bill is not written correctly the council must reject the bill and it must be rewritten if the sponsor wishes for it to be voted on. **Article III** Bills will be divided into two types of subdivision: section and article. A section is optional and must be comprised of 5 or more articles relating to the same topic. An article is *not* optional and will be comprised of one main idea with a clear purpose. To indicate the start of a new section or article, bold text and roman numerals must be used. Articles are subordinate to sections, and therefore each section will start with Article I. **Article IV** All terms used in a bill must be properly defined. To use terms that have not already been defined **nor are common knowledge in the English language**, the sponsor of the bill must define them *before* using them. If a relevant term has already been defined by a law passed by the council, the sponsor may state that term and the law which defines it in a section titled 'relevant terms' at the beginning of the bill. An exception will be made for the constitution, which does not need to be cited. No bill or otherwise legally binding document, including the constitution, may reference **legal** systems ~~or terms~~ external to r/TeenGovernment. Any bill with unclear definitions will be considered invalid and must be amended to include references before the council may vote on it. **Article V** A new system is to be created to more easily reference passed laws. It will be formatted using numbers as 'A.B.C'. 'A' will represent the law's number. The Minister of the Library will be responsible for numbering all laws passed and organizing them into a publicly accessible document before 1st February 2026. Starting 1st February 2026, the Minister of the Press must correctly number any law when announcing it's passage. 'B' will represent the number of the section that the sponsor of a bill wishes to reference. If not applicable, '1' will be used as a placeholder. 'C' will represent the number of the article that the sponsor wishes to reference. **Article VI** The aforementioned system of citation will take effect starting 1st February 2026. If the Minister of the Library fails to number, organize, and publish previously passed laws by this deadline, the council may vote to extend it for 1 week.
