§1 Purpose The purpose of this act is the outline what speech is, and is not allowed within r/TeenGovernment and any other servers/communication methods currently pursuant to its laws. §2 Definitions §2.1 Porn / Pornographic material: Porn is defined as any content that shows the action of sexual intercourse, masturbation, the display of genitalia, and/or otherwise alludes to sexual actions. This does NOT include suggestive material. §2.2 Suggestive material: Suggestive material is defined as any material(s) which allude to pornographic material and/or causes arousal but does not explicitly show genitalia and/or sexual intercourse. §2.3 Kink material: Kink material is defined as contents that exhibit odd or niche sexual habits which cause the viewer to become aroused. Examples include: Bondage, Discipline, Domination, Submission, Sadism, Masochism, feet kinks, et cetera. Extreme material is discluded from this category. §2.4 Extreme material: Extreme content is defined as any content which a reasonable person(s) would not expect to see. Even in an environment where pornographic and/or suggestive material is expected. Examples include: Gore, Guro, Vorephelia, Gynophagia, Zoophilia, CSAM, Necrophelia, and/or and content as reasonable individual would find disturbing. §2.5 Reasonable precautions to display sensitive content warning: Reasonable precautions to display sensitive content warning are the minimum boundaries by which a person(s) must add a spoiler, blur, or otherwise click-through warning on top of any content warning. §2.6 Hate speech: Hate speech is defined as content(s), messages, or messaging that conveys hate to a certain ethnic, religious, and/or non-political group. Such content must being knowingfully hateful, expressly non-satire, and factually incorrect and/or misleading. §2.7 Reasonable consent: Reasonable consent is defined as any form of consent, written, verbal, and/or pictorial that a reasonable person(s) would take to mean they are now within a server containing Pornographic content, suggestive material, and/or kink material. §3 Terms §3.1 Non-kink, Non-extreme, pornographic content. Non-kink, Non-extreme, pornographic content is allowed but must followed the terms below: (a) Anyone posting and/or running a server where pornographic content is shown must institute reasonable precautions to display sensitive content warning. (b) Extreme content is expressly banned from any moderated, unmoderated, and/or any server that is required to follow TeenGovernment rules and regulations. (c) Pornographic content outside of these terms is a breach. §3.2 Kink content: Kink content is allowed under certain circumstances listed below: (a) Such kink content does not fall under the guise of extreme content. (b) Such content must include reasonable precautions to display sensitive content warning expressly stating that said content is kink content. (c) Kink content may not be displayed in a space where only pornographic content is expected unless that space explicitly says it may contain kink content. §3.3 Hate speech: Hate speech is explicitly prohibited except under the following circumstances: (a) Such content is quoted from another source as an example of hate speech. (b) Content is captured for documentation and/or evidence in a trial. §3.4 Free speech: Any speech which is not hate speech or otherwise harmful is expressly allowed. The president, council, minisitry(s), and/or any governmental official may not prohibit, limit, or otherwise serve punishment for speech not prohibited and/or limited under the laws of the government. §4 Enforcement §4.1 Penalties for breach of this law: Most prohibited actions listed within this bill are extreme, and some may be breach of real-world law, thus penalties for breach of this law are: Banning, Permabanning, and Timeouts. Which of these consequences is chosen is up to the discretion of the council. §4.2 Exceptions: Exceptions to this law may be allowed if an action or restriction is found to be in breach of §(IV), §(V), and/or §1(XII) of the constitution. §4.3 Enactment: This bill shall going into effect upon passing.
