PROPOSAL: The MineCraft Economy Amendment

 Since there's been a lot of debate and controversy over Bob's proposal, I figured I'd throw my hat in the ring.

SECTION I: SETUP, MAINTENANCE & ACCOMMODATION

Article I: The world is to be created using world paint based on a map of of the council's choosing, which people can propose in the comments of this proposal, and with the consulting of the creator of the map.

Article II: The server created will be able to accommodate at least 50 people and have cross-play mods installed so that both players on Java and Bedrock can play.

Article III: Funds required for the function of the server are defined as any amounts of real world money required for the server's existence to continue, specifically money required to keep the server running, and money required to accommodate members who otherwise could not participate.

Article IV: Funds required for the function of the server will be pooled in a GoFundMe, which will be set up and run by a treasurer whose identity will be decided via a special election. This special election will occur upon a date decided by the council.

Article V: Moderators/Admins for the server will be decided in the February elections. There will be 2 Moderators/Admins in total. They will be up for election again every 2 election season (April, June, August, etc.). In the time between the creation of the server and the February elections (if there is any time at all), the creator of the server will be the acting Moderator/Admin.

Article VI: The creator of the server will be decided upon in the same special election as the treasurer.

Article VII: The server is to be created as soon as any funds identified as necessary to create the server are acquired.

SECTION 2: THE ECONOMY AND BUSINESSES

Article I: The official currency of the server, called the Tegonian, will be paper enchanted and renamed with commands. People can also trade items as they please, but it will not be recognized as part of the main economy.

Article II: The Tegonian is to be printed (or rather created) by the 2 moderators/admins. The starting amount of Tegonians in existence is 64,000, and every player will be given 3 stacks of Tegonians when they start. Every Sunday, 12,800 more Tegonians are to be printed. The inflation rate may be adjusted as needed by future legislation.

Article III: A national bank will be created to hold the inventory of Tegonians that are not yet in circulation. There will be a physical building built on the server as to serve as the stockroom. The bank will be run by an appointee by the council.

Article IV: There is to be 4 ways Tegonians are to leave the hands of the national bank. 1, Government employees on the server will be payed a salary of 640 Tegonians a week (this number is subject to change via future legislation) (Government employees not apart of the server will have their salary kept in the hands of the bank). 2, employees of the bank barring the bank head will be payed 320 Tegonians per week. 3, The government can pay external businesses on the server for their services as necessary. And 4, Businesses on the server can request loans from the bank.

Article V: The recommended starting price of key items in Minecraft will be as follows: A stack of oak planks shall be 1 Tegonian, an Ingot of Iron 1 Tegonian, and an Ingot of Netherite 16 Tegonians. This is simply to act as a reference guide for the price of items at the server's start and will change as inflation occurs.

Article VI: A business can be created by submitting a form to the government.

SECTION III: Land Ownership.

Article I: Upon the creation of the server, the government will own all land down to y level 30 from -200, -200 to 200, 200.

Article II: A player can claim a 50 x 50 plot of land down to y level 30 for free by simply building a perimeter around it and filing a form to the government. Every additional 25 x 25 plot will cost 8 Tegonians each, which will be given to the government run bank.

Article III: Land beneath y level 30, aka mining rights, will cost a 64 Tegonians for beneath your original plot and 32 beneath each 25 x 25 expansion. You cannot own mining rights beneath land you do not own.

Article IV: Land and mining rights not under the ownership of any individual is free for anyone to harvest resources from and explore, but not to build on. Mining tunnels do not count as buildings.

Article V: If someone mines in an area that is beneath owned land, and the owner of the above land purchases the mining rights to the plot of land, they are entitled to 160 Tegonians from the bank.

SECTION IV: MISCELLANEOUS

Article I: Upon joining the server, everyone is entitled to a free brown shulker box, intended to act as their wallet, that has been renamed with that player's name.

Article II: Griefing is strictly prohibited and is punishable by a week's ban from the server.

Additionally, I would like to address some controversies surrounding using minecraft as the economy.

"Minecraft shouldn't be used becase of the paywall/not everyone has minecraft" The main purpose of the gofundme is to get people who can't play minecraft for those reasons the ability to do so by buying them the game or online capabilities. Multiple people have already stated they would contribute.

"Doesn't minecraft have some ToS enforcement problems? Why should we pay them money?" Basically every route for the economy requires supporting an evil company, and of them, Mojang is probably the least evil.

"Minecraft isn't perfectly tailored for an economy" To make something that is would be very time consuming, most likely underwhelming, and we can always write legislature to remedy most of those problems.
