Preface: I have realized that despite a council expansion the number of votes one has in council electons does not, this creates strategic vote risks among other things therefore this will rectify that.

Article 1: At passage the number of votes a citizen has in council elections increases by 1 making one have 4 votes in council elections.

Article 2: By simple majority in council a vote to change the number of votes a citizen has in council electons can be held. This number of council votes annot be less than one third of council size. If a council membership expansion would cause a violation of the previous rule the number of council election votes will automatically expand by enough to follow it.
