Privacy Protection fix

Preface: Section 3 Article 6 of the Privacy Protection act exempts "to the Minister of Press and all messages in the teengov council voting and regular gc" This wording does 2 things, exempts teengov council voting and regular gc, which is good, and this wording exempts the minister of press from it, which is not stated as only in government chats, as it uses "and" this means minister of press is currently COMPLETELY exempt. They should not be.

Article I: The Minister of press is only exempt as far as it comes to fulfilling their duties as minister of press

Article II: Any screenshots needed to fulfill ones LEGALLY REQUIRED duty in other positions are exempt, as to avoid legal confliction for any other screenshot requiring position that may be made in the future.
