THIS BILL IS ENTIRELY MEANT TO IMPROVE RP, NOT FOR IRL RELIGION
\#1: Real-world religions cannot be simulated, parodied, attacked, or represented within the TeenGovernment religion system.
\#2: The establishment of a religion can be established by anyone, but requires a minimum of 2 members after a week of establishment before being automatically unrecognized.
\#3: Religions may not be inherently negative. This includes a religion causing harm to an individual (e.g., anti-religion), the previous rule can be negated if the religion is against an inherently negative force (ex poverty), a religion's beliefs cannot be overly serious (related to politics or actual religions). Advocate harm to individuals or groups. Promote harassment or exclusion. Imitate extremist ideologies. Revolve primarily around real-world political beliefs.
\#4: A religion may be unrecognized by the council if it is deemed unsafe, yet, if it does not break rule 3, members may still continue worship simply without the benefits of rule 5
\#5: Once the economy comes, religions recognized by the council will be able to establish a place of worship. To establish a religion requires 3 members, a belief system, and a name. If befitting of these rules they are automatically processed as a recognized religion. Where they must be unrecognized by the council in a fair judicial trial to lose their status. Without these conditions you may not establish a place of worship.
\#6: Places of worship may grant minor tax benefits to the place of worship itself, but for a place of worship to receive this they must abide by rule 5.
\#7: A place of worship must be non-profit, only receiving funds in the form of donations. Nor may a religion force payment for entry.
\#8: If a user attempts to use place of worship funds for personal means, they will be removed as head, the place of religion will lose tax benefits until a new leader is appointed, and if it becomes an active issue, it may go to court. If a religion lacks a leader then the one responsible for the illegally used funds will be given the previous punishments.
\#9: Funds for places of worship may only be used for philanthropic purposes or the improvement of the place of worship.
\#10: Discrimination against members for participating in fictional religions may result in court action and penalties.
\#11: A page on the wiki shall be created to record the religions, yet it is up to the place of worship to record their information themselves.
\#12: Every religion shall have a main leader, and may appoint religious positions on its own. In the circumstance, a religion lacks a leader, they are to relegate the tasks a leader would have to lesser positions.
\#13: If members of a religion dislike a place of worship, they may create their own under the same religion (no one place of worship may own a religion).
\#14: While political figures may hold religions, they may not use their position to advertise a religion publicly or accept bribes from a place of worship.
\#15: A religion plainly requires a title and a basic belief system.
