aaaaanyways so this bill is about the census. as the former minister of census i noticed some things that could be changed and would be better. so like i noticed that since theres been some new people popping up the census should be more visible and easily accessible for those new players.
i also noticed that the census results didn't come with the usernames of all the people in each party unlike the first census, and i thought its pretty convenient to have a whole list for us to access as a sort of directory to see whos in what party.
one last thing i noticed is that the census doesnt ask for you voter registration code, which makes it a bit easier to do census fraud.
everything in this bill is essentially what i did when i was Minister of Census.
so i guess i'll be presenting the:

Census posting requirements
The Minister of Census MUST post at least one ad to fill out the census (including the census form) every week,
If this requirement is not met for 2 weeks in a row, the Minister will be removed from their position immediately,
Moderators must also pin this post,
this requirement may be waived for a week if another user already made a pinned post dedicated to advertising the census,
All players who register in the Census will have their username listed similarly to the [first census](https://www.reddit.com/r/TeenGovernment/comments/1qibf90/official_census_results/) (party name, member count, and member usernames),
Census fraud prevention,
The census will now add a required question for users' voter registration codes,
An "I don't have a code yet" option will be added, and the users who pick this option will be background checked by the Minister of Census for account age, ~~community karma,~~ general karma, ~~community activity,~~ and other general things done to check for bots or alts.
This bill will be implemented immediately upon passing.
