The purpose of this act is to legally define a Non-Governmental Organization and create a basic regulatory framework for them.
Definitions:
(i) A Non-Governmental Organization (NGO) is a non-profit, voluntary citizens' group, independent of government control, established to address social, environmental, or humanitarian issues.

Article 1: Registration
(a) Every NGO must be registered with the Government, and an announcement post must be made for approval.
(b) The name and acronym must be unique.
(c) The organizational structure must be clearly defined.
(d) The purpose of the organization must be clearly specified.

Article 2: Employment
(a) The NGO can have both paid employees and unpaid volunteers.
(b) There must be a clear, well-maintained of people actively working for the NGO.

Article 3: Income
The following income sources are allowed:
(a) Donations
(b) Grants
(c) Commercial revenue (as long as it complies with "Article 4")

Article 4: Expenditure
(a) An organization registered as an NGO is exempt from taxation if and only if 85% of the funds are used for the organization's specified purpose.
(b) Any remaining funds must be used to donate to other NGOs or to pay the employees.
(c) A monthly report must be filed and made public showing the income (with sources) and expenditure (with allocations).
(d) The founders(s) of the NGO can allocate a salary for themselves as long as it is less than or equal to 2% of the obtained funds.
(e) In case these requirements are not fulfilled, the NGO is subject to losing its tax benefits, and ,in certain cases, losing its NGO status.
