Preface: In the interest in making the voting system abundantly clear this amendment shall create a clear system for how abstaining is counted. This is naturally open for change by council where needed. Article I: For any vote which requires a simple majority (50%+1 shall be considered a simple majority) it shall require a simple majority of members who have not abstained. Article II: For all votes which require a supermajority (2/3 shall be considered a supermajority) it shall require a supermajority of members who have not abstained (exceptions for veto override which requires all council members due to said action not being legislation and to encourage council members to consider whether they should change their vote after a veto is rendered due to vetos often presenting new amendments and information to be considered, and to ensure this prop is a relative compromise) Article III: Any other vote threshold shall be considered by default to require that threshold of members who have not abstained unless explicitly stated otherwise Article IV: These definitions go into effect upon passage.
