This bill establishes that:
- The party affected by another's crime or illegal/immoral act holds the sole responsibility of deciding whether or not to legally prosecute.
- The affected party may include one or more individuals.
- In the event that multiple persons are affected by another's crime or illegal/immoral act, 60% of those people*, at minimum, must reach a collective agreement to legally prosecute, otherwise the case cannot move forward without a unanimous vote by council to override the affected party's decision or lack thereof.
- A member of council, the president, or the founder must privately and personally contact all members of the affected party and ask whether or not they wish to legally prosecute.
- A member of council, the president, or the founder is responsible for investigating the situation and determining the identities of the individuals who belong to the affected party.
- In the event that another's crime or illegal/immoral act directly affects 50% or more of the TeenGovernment population (determined by the most recently conducted census), a unanimous vote of council may decide to prosecute on behalf of the affected party and their personal wishes may be overridden by that authority.
- The affected party's decision can be nullified by a unanimous vote of council, or a decision by the president or the founder in the event it is reasonable to suspect the party was/is under duress or inebriated when making their decision.
- The affected party reserves the right to overturn their decision on their own volition within exaxtly 48 hours (2 days) of making it.
- High crimes, crimes that disturb the peace, and rule 1 violations are exempt from this bill.
