Community service for minor violations!

If a citizen/council member has an otherwise clean record and break some rules to a limit within reason, but enough to earn a timeout/ban, I would like for them to engage in community service instead.
Update: turns out a community service proposition was already passed, my bad!
But I still feel adding working in NGOs to the list of their possible community service could be useful.
Currently, the only community service available would be my nonprofit NGO/venting service, but they could be asked to make polls, help in editing posts, something like that. This is also where I encourage people to be creative and start further nonprofits/NGOs!!
