Amendment to the Petition Act clarification act (Current wording is unconstitutional)

Preface: This bill amends The Petition Act to reword a poorly worded rule of law. The current wording is against the constitution as it restricts moderators from all voting. This amendment to it would clarify that they can only not express a specific side if they have enabled the "MOD" label on their post / comment or are otherwise acting in an official capacity as moderator.
Section 1: Changes
Article 1: The line "Moderators may not vote, create petitions, or take part in political processes." of the Petition act shall be null and void.
Article 2: A new line stating "Moderators may not create a petition, vote on said petition, or otherwise take a partisan stance on a petition if their profile is clearly marked or distinguished as a moderator. Mod-labels on non-neutral political statements is prohibited. Distinguishment in the flair is not against this clause.".
Section 2: Enactment
Article 1: This proposition shall go into affect upon passing.
