Section I: Teen bill of rights Article I: All Teens age into the freedoms this sub provides and remain equal in rights until they age out of teenhood (13-19 years) Article II - Power to create, change and repeal the laws shall emit from the people. No violation of the concepts of Democracy and the rule of law shall be tolerated. Article III - None shall make law establishing religion or prohibiting the free exercise thereof, nor shall the rights of Conscience be infringed, provided that expressing such thoughts does not trouble the public order established by the law. No party with religious values that influence its policy may form. Article IV – Liberty consists of doing anything which does not harm one’s property, emotional state, economic opportunity, or life. The exercise of the natural rights of each human has only those borders which assure other members of the society the fruition of these same rights. Article V – The council has the right to forbid actions that can reasonably be considered harmful to society. Anything which is not forbidden by the law cannot be impeded, and no one can be constrained to do what it does not order. Article VI – The law is the expression of the general will. All citizens have the right to contribute personally. It must be the same for all, either that it protects, or that it punishes. All the citizens, being equal in its eyes, are equally admissible to all public dignities, places, and employment, according to their capacity and without distinction other than that of their virtues and of their talents. Article VII – No human can be accused, arrested nor detained but in the cases determined by the law, and according to the forms which it has prescribed. Those who solicit, dispatch, carry out or cause to be carried out arbitrary orders, must be punished; but any citizen called or seized under the terms of the law must obey at once; they render themself culpable by resistance. Article VIII - The right of the People to be secure in their persons, houses, papers and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized. Article IX – The law should establish only penalties that are deemed necessary, and no one can be punished but under a law established and promulgated before the offence and legally applied. Article X – Any human being presumed innocent until they are declared culpable if it is judged indispensable to arrest them, any rigor which would not be necessary for the securing of their person must be severely reprimanded by the law. An exception to this is made for bans. If a moderator or council suspects a user may do damage to the community or violate its laws, they can be banned awaiting trial. Article XI - No person shall be subject to more than one trial, or one punishment for the same offence, nor shall be compelled in any criminal case, to be a witness against themself, nor be deprived of life, liberty or property, without due process of law; nor shall private property be taken for public use without just compensation. An exception to this is made for mistrials. An exception is made is made if new evidence is found Article XII – The free communication of thoughts and of opinions is one of the most precious rights of human: any citizen thus may speak, write, print freely, but shall be responsible for such abuses of this freedom as shall be defined by law. Article XIII – In all criminal prosecutions, the accused shall enjoy the right to a fair and public trial, to be informed of the nature and cause of the accusation, to be confronted with the witnesses against them, to have compulsory process for obtaining witnesses in their favor, and to have the assistance of counsel for their defence. Article XIV - Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted. Fines and bail should be proportional to the accused's wealth. Article XV – The society has the right of requesting an account from any public agent of its administration. Article XVI - The enumeration in the Constitution of certain rights, shall not be construed to deny or disparage others retained by the people. Article XVII - Anyone can be in as many or as few parties as parties they attempt to enter and said parties allow them in. Article XVIII: People cannot face discrimination in any social, economic, political, entry of party, or any such things on account of Race, disability, gender, sex, political affiliation, position within non governmental entities such as parties, or any other such things. Any standard for joining an institution like a party such as ideology or public perception such standards must be applied equally. Section 2: Economic Rights Article I: The right to unionize shall not be infringed by the government and by one's employer, as well as by any other organizations. Article I: Citizens can pool together funding to form a workers cooperative, which have the same economic rights as a corporation and are owned by all who they employ. The employees can determine how they structure their cooperative. Article III: All citizens in unions and worker cooperatives can bargain, leverage demands, strike, or blockade the entrance to a business or corporation without retribution by their employer. Article IV: Employers cannot fire employees without providing due cause (poor performance, theft, economic duress) Article V: Corporations are not considered human and only have certain economic rights, not political ones. Article VI: Money and the donation of it is considered a different act than speech. Article VII: The rights protected by This Constitution are the rights of natural persons and do not extend to for-profit corporations, limited liability companies, or other private entities established for business purposes or to promote business interests under the laws of r/TeenGovernment. Article VIII: Such corporate and other private entities established under law are subject to regulation by the people through the legislative process so long as such regulations are consistent with the powers of Congress and the States and do not limit the freedom of the press. Article IX: Such corporate and other private entities shall be prohibited from making contributions or expenditures in any election of any candidate for public office or the vote upon any ballot measure submitted to the people. Article X: The Council shall have the power to regulate and set limits on all election contributions and expenditures, including a candidate's own spending, and to authorize the establishment of political committees to receive, spend, and publicly disclose the sources of those contributions and expenditures. Article X: All people have the right to fair transactions and the government shall intervene against transactions which are clearly manipulated to favor one party. Article XI: All people shall be defended from economic and social persecution on account of Race, Sex, Gender, personally held political beliefs, and using any freedom granted by the constitution. Article XII: People who engage in such Discrimination as determined in Article XXVII shall face punishment proportional to their actions Article XIII: All people have the right to work as long as they are citizens. Article XIV: All citizens shall have the right to earn a fair wage. Article XV: anyone may sue a corporation Section III: of the Council The council shall be the legislative branch of r/TeenGovernment. It shall pass laws, acts, bills, motions and constitutional amendments. Its power comes from the people. This section defines what this council is (precisely). Article I - The council shall be elected every month by the members of the subreddit, every one month, election seasons starting on the 20th and ending on the 27th with a 72 hour voting period. To be eligible to run, a candidate must comply with the definition of "citizen" in Section 6 Article I and must have not served greater than three consecutive terms in council. Article II - The council shall be initially composed of 7 members at the next election after ratification. The council size shall be manually updated accordingly with the subreddit size as determined by the census and the previous council. Council must be at least 7 members and must not be more than 10% of the population Article III - The council may pass different kinds of texts. These texts are: laws, bills, or acts, which are regular laws, that can be passed by a 50%+1 vote, Motions, which are non-abiding texts expressing the majority opinion of the Council, constitutional amendments, which are modification of this very text, that need at least 2/3 votes in favour, no-confidence votes, to remove from office any high official who failed their duties or abused their powers. These need 50% plus 1 votes The voting options are as follows: Aye, Nay, and Abstain. Results are public Article IV - The council shall only pass texts if a quorum (hereby defined by voting any of the three above options) of 50% of the elected representatives is reached. For a text to pass, the quorum must be reached and the Aye/Nay ratio must be equal or above what is defined by Section II, article III depending on the kind of text. If there is a tie on a bill while the quorum is reached or if a text was supposed to be voted on in a session where the quorum was not reached, its vote is reported to the next session. Article V - The Minister of the Press will be designated “Speaker". They may announce which text is currently being voted on and show the general public screenshots of council texts. If a council member becomes president, they shall lose their council membership. Article VI - A council member loses membership in case they become president or minister, or if they commit a criminal offence or a political crime or resigns. Article VII: Council members may not hold governmental positions in another subreddit. This is considered treason. Article VII: Council will formally take office one day after the election finishes. Article VII: In the case a council seat is empty due to any number of reasons special elections will be held Section IV: of the president The president shall be the highest representant of r/TeenGovernment both internally and outside. They shall be elected by runoff population voting. This section defines their exact powers and duties. Article I - The president shall be elected by the members of the subreddit, at the same time as council members except terms will be one month. The presidential term starts one day after elections and ends as soon as their term begins. No one shall serve more than 6 consecutive elected full terms and/or more than 10 elected full presidential terms. Only citizens can become president. The president is elected by popular vote with runoff in the case of no candidate reaching over 50% of the vote. There are no requirements to run besides being the only candidate from your party if in a party and being a registered citizen. Article II - The president is required to publicly veto any bill to cause a veto. President veto is ignored for a case of a supermajority vote in the council (which systematically applies for constitutional amendments). Vetos must occur within one week after a bill passes. Council can override a veto with a ⅔ vote. Article III - The president is responsible for defending the subreddit. In case of crisis such as brigading, the council can pass a simple-majority motion giving mod powers to the president. These powers should be automatically removed after 72 hours, unless the crisis ends or the council passes a second motion, extending mod powers to 96 more hours, for a maximum total of 144 hours or 7 days. If the president or the council declares that the crisis has ended, mods' powers should be removed from the president. Article IV - The president is NOT immune from the law. If the president is found guilty of any serious criminal offence (such as murder) or political crime (such as bribery), they are automatically removed from office. Article V - The council may pass a motion of no-confidence against the president. If exactly 2/3 or more members of the council vote no-confidence, the president is removed from the office. Article VI - If the president is permanently or temporarily unable to hold the office due to impeachment, culpability of a serious criminal offence or political crime, death, resignation (temporary or permanent) or sickness, an interim president takes its place until the next regular presidential election. The order of succession for the office is the following: A person designed by the president at the start of their term and approved by a simple majority vote in the Council (only applies for death, resignation or sickness), An interim president elected by the council An executive council managed by the council (if the council is unable to manage the executive council, the Supreme court shall take its place) An interim president elected in an emergency election If the president is once again able to hold the office before the end of their term or that presidential elections happened, the interim president has to give up their power. The president cannot return through this means if impeached. Article VII: The president also gains the authority to pass or overrule legislation during emergency states, but cannot change their own powers in the constitution, or the rules of the server. Council can strike down the president’s decision in a 50% +1 vote. Article VIII: Runoff voting will work the same way it does in most states at time of passage. Article IX: The president may not hold a governmental position in another sub. This is considered treason. Section V: Of the Court The Court shall be the final decider on what happens if someone or something breaks the law or what should happen if the laws are not clear. It also protects the constitution and shall stop what is against the constitution. This section defines the powers and duties of the court. Article I - The court shall be constituted of 5 elected judges. Judicial elections shall happen every other month on the last Saturday of the month from 00:00 GMT to 23:59 GMT. Article II - There are 4 types of judiciary case, Ban appeals: if a user is banned from the subreddit for 72 hours (3 days) or more, they can appeal to the supreme court if said user considers their sentence is not justified or more than what is needed. The moderator who banned said user (s) can explain themselves during the trial. Lawsuits: if a user ever practices unlawful actions related to the subreddit, a witness or a victim can file a lawsuit against said user. The court will first vote if the defendant is innocent or not. If the defendant is found guilty, the court shall agree on the sentence of the culprit. Constitutional clarifications: If a user finds the constitution too vague or finds an action taken by moderators, council, and/or the president unconstitutional, they can bring it to the supreme court. Any action deemed unconstitutional by the court should be reverted. Law challenges. All citizens can challenge laws. This will be treated in the same way a lawsuit will, with the bill’s writer as the defendant Article III - A court session lasts 36 hours. The first 24 hours are for debate between all involved parties, and the last 12 for voting. Multiple sessions can happen at once. Except for the final decision, cases of constitutional clarifications, or for incidents which could themselves start a lawsuit, everything which happens during a session is confidential, and no one shall reveal the details of the session except in aforementioned cases. Article IV - Justices may hold membership in a party, but cannot hold any other office Article V - If any judge is found to have practised illegal activities such as murder, corruption or breaking the duty of neutrality, they can be tried. In such a trial, they can't be part of the jury. If a court justice is found guilty of a political crime or serious criminal offence, they shall be removed from office. Article VI - If a justice is removed from function, resigns from the office or dies, the remaining justices can decide to call for an election or not. If exactly or less than two thirds of the number of seats in the court are filled, an election must happen within 24 hours to fill the empty seats. Article VII - Votes in the court are by simple majority. In case of a tie due to a missing or impeached judge, the debate and vote process restarts as soon as another judge joins the case or after the next (regular or special) judiciary election. Article VII: The constitution and The law is the supreme text of the supreme court. Section VI: of the moderation The moderation shall be preventing unlawful posts and comments on the subreddit. It has a duty of neutrality regarding this power. Article I - New moderators are chosen amongst redditors by the moderation team. They do not need to hold elections, but they are allowed to do so Article II - Moderators have the powers to remove unlawful posts and comments. Additional powers can be granted by an Admin. They also have the same rights as any other member, except when these rights contradict with their duty. Article III - Moderators do not have a duty of neutrality in all but enforcement of their duties. Moderators have the right to publicly express their vote but cannot any RP office except in the judicial system. A moderator can resign or get promoted to admin to gain these rights back. Article IV - Admins are special moderators with all rights and all duties. They are the one promoting and demoting moderators and are the one banning members in case of rule violation. Article V - ToS and other rights and duties fully apply to moderators and admin unless stated otherwise in the constitution Article VI - If it's uncovered that a moderator practised unjustified and/or mass ban/post removal, corruption or voluntarily giving rights, roles and/or access to restricted places to someone illegally, they shall be demoted by an admin and banned permanently. The permaban can be appealed in the court. If a moderator is inactive for at least a week without informing the admins of this prolonged absence, the admins have the right to demote the inactive moderator. If the moderation team considers that a moderator doesn't fill their duties correctly but has done nothing problematic enough to deserve a permaban, any moderator can launch a petition to demote a problematic moderator. Article VII: Reddit ToS is considered sub law. Section VI: of the laws The laws shall define the rights, outlaw reprehensible actions, create duties, and set regulations. Article I - A citizen of the subreddit is any unbanned redditor aged IRL between 13 and 19 years old and a member of the subreddit. A special exception applies here for people banned from reddit but not from the sub. They are still citizens as long as they Prove they are not an alt Had at least 10 posts on r/TeenGovernment before their ban Was given a voter code Article II - Only unbanned citizens may participate in the community in any way. With the exception of if the council explicitly allows diplomatic contact, with the exception of the prison server. Article III - All laws should be easily accessible, and thus, all laws, amendments and other legal texts must have a clearly flaired reddit post and, optionally, and ideally, a wiki page. The moderation teams of the subreddit and of the wiki are held to not remove any law and/or legal text unless it violates or contradicts the Reddit ToS, the subreddit rules and the constitution. A text of any kind which wasn't passed by the Council and signed by the president may still be kept on the wiki as long as it does not violate wiki and Miraheze guidelines and Terms of Service. Article IV - All posts must be correctly flaired. Moderation discretion applies here. If a post is not properly flaired, the moderation can freely change its flair but not remove it unless it breaks any other rule. Section VII: Of the Ministers Article I: An entity is to be established; the executive cabinet. It will comprise “departments” responsible for managing and enforcing laws regarding a specific subject assigned to individual departments. Article II: Departments will be comprised of ‘ministers’ who are assigned specific duties. Citizens will be nominated for a position in the Cabinet by the president-elect and will be appointed after being confirmed by the council in a 4/7 majority vote. No citizen may be nominated while holding another governmental office, nor may they be nominated for more than one ministerial position. After confirmation by the council, they will serve until the next cabinet is nominated and confirmed. Should the council deem a minister unfit in their duties via a 60% majority vote, they will be impeached and any staff appointed by their authority will be removed. The president must then nominate another citizen to take their place. Article III: A department is to be established: the Department of Public Affairs. This department will be responsible for communicating with the general public. Two ministers will oversee the department: The Minister of the Press, responsible for informing citizens of the council’s decisions regarding recent propositions and enforcing transparency laws. There will also be a Minister of the Wiki, responsible for creating and maintaining the wiki. Article IV: A department is to be established: the Department of Political Affairs. This department will be responsible for enforcing laws regarding political parties and the government. Two ministers will oversee the department: The Minister of Elections, responsible for overseeing the registration of candidates, creation of the ballot, and determining results. The Minister of the Census, responsible for determining the count of each party's membership, as defined in The minister of the Census will be responsible for Political Regulation, responsible for enforcing any laws concerning political parties and coalitions. Article V: Should a minister find their duties too burdensome, they may make a request to the council to expand their department and recruit aid. Should the council approve such a request, the minister may recruit a number of citizens decided by the council. Citizens recruited to aid a department will not be considered ministers. Article VI: New departments and ministerial positions will be established in one of two ways: A bill proposing the creation of a new department or ministry passed by the council or the president and council agreeing to split an already existing department or ministerial position’s responsibilities. Section VIII: Of the Census, Polls and Petitions Article I: The census is done by the minister of census within a specific census form or voter registration form. Article II: The census is for the purpose of counting citizens of the subreddit, making sure all parties are above the stated member requirement in section X article II, and making sure inactive members and lurkers cannot vote in elections Article III: The census will be conducted every month,, starting on March first of 2026. (This is because we had a mock census using a voter registration form) Article IV: only people who are counted in the census can vote, run for office, or make propositions to council Article V: If a map is ever installed, registering to be a citizen of a town or city will be in census Article VI: All citizens are allowed to make petitions. Article VII: petitions that change the constitution require greater than ⅔ population approval Article VII: Petitions cannot be launched to ban other redditors Article VIII: Petitions may make new legislation Article IX: Petitions that do not modify the constitution and instead create new legislation are to be done by a simple 50%+1 of the population vote. Article X: Petitions cannot reverse judicial decisions Article XI: Petitions must ask for voter codes Article XI: Petition votes will be run by the minister of elections Section IX: On chats and platforms outside of the Sub’s Main Page (SMP) Article I: no chat outside of the SMP may go unmoderated Article II: Banned players may participate in chats but may not moderate them (previous chats will not be grandfathered in) Article III: All subreddit rules and the constitution apply to out-of SMP chats (Like discord or reddit group chats) Article IV: If a banned player actively moderates a platform outside of the SMP, they are subjected to the decisions of moderators, the president, and council. They are permitted to use moderator powers, otherwise known as host powers, to ban people from the chat with an order from the president. If they refuse the orders of the president, whether that be to ban one from the chat without presidential permission, or refuse to ban someone who the president has ordered to ban, is subject to the decisions of moderators, the president, and council. Article V: The actions on chat or platform outside of the SMP can lead to bans on r/TeenGovernment Article VI: If the leader of a chat or platform outside of the SMP is found to be supporting these actions or harboring violators of any sub rule or law, they will be permabanned as long as they knew the participant was in violation of the rule. Harboring is defined as: knowingly accepting a banned player in any group chat outside of the SMP. Article VII: Partisan and Anti-Partisan chats and platforms outside of the SMP are allowed but must have unbiased in action and unbanned moderators. Section X: Of the Parties Article I: A party may not have a population of over 35% of the sub’s total population. Parties that exceed this limit must appeal to court or remove members. Parties founded on or before the nineteenth of January 2026 are grandfathered in. Article II: Each party must have four or above registered members by the census release. Article III: Two or more parties may form a coalition. Coalitions may not contain more than 50% of the sub’s population. Coalitions founded on or before the nineteenth of January 2026 are grandfathered in. Article IV: Two or more parties may merge, so long as they follow Article I. All party leaders involved must formally agree to the merger. Section XI: Usage of alt accounts Article I: Users may not register to vote using an alt account. This is considered voter fraud, and is punishable by a permaban. Article II: Users must alert a mod or the President when their alt account is in use. Article III: Users may not participate in the census using their alt account. Section XII: The banning of a user Article I: Users may be banned for the following reasons, not limited to: Unconstitutional use of alt accounts, spying, bigotry and hate speech, treason, and abuse of mod, council, or via the use of presidential powers upon them. Article II: Banned users have the right to request a trial, as stated in Section 4. Article III: All rules on the SMP lead to bannable offenses if violated. Section XIII: Referendums and more information on polls and petitions Article I: A member of council or the president can call for a referendum on a proposal or a repeal, this proposal/repeal cannot be a change in the Constitution, if this proposal gets 70% of the public's support it is law and cannot be repealed by council without either another referendum, a supermajority in council and the president, or a majority in council and a referendum with 50% support. These restrictions on repeal end after an election. (The restrictions are so an opposed council cannot immediately repeal a popular referendum) Article II: The minister of elections runs the referendums Article III: Only unbanned, registered citizens will be allowed to vote in referendums or polls Article V: All referendums must ask for voter ID code Article VI: All referendums must be public and all registered citizens must be able to vote on them Article VII: Alt accounts cannot participate in a referendum. Section XIV: General Reforms and Clarity Definitions: Citizen: community member who is not banned Clemency: legally guilty without punishment Article 1: The freedom of speech and political expression for all citizens shall not be obstructed by the government, with possible exemptions for misinformation, speech which may cause clear harm to others, and speech. Article 2: Section 9 of the constitution shall only apply to chats with relation to r/TeenGovernment. Article 3: Certain posts shall remain pinned, including voter registration, voting, a set of all rules including the constitution, and any other things deemed needed by council Article 4: Article 3 of this amendment shall only apply when reasonably possible Article 5: The Minister of Library must create a set of all laws and the constitution in a manner and time which meets their personal needs, this shall be referred to as “THE LAWBOOK” and shall be updated as needed and is public Article 6: In cases where a punishment is not defined by the law, the justices can with a majority between them render a sentence or clemency. Article 8: If a system external to r/TeenGoverment is referenced in the law it shall be that system as it was at the date and time of the law's ratification. Each council candidate can list up to three endorsements and presidential candidates can list up to five. These endorsements can include figures, organizations, and parties. Section XV: Miscellaneous functions Article I: All amendments made to the prior constitution are now amendments to this Constitution. Article II: In case there is an economy all members of the server will start with 0 units of the currency. Article III: The government shall hold the authority to mint currency Article IV: If an economy is implemented fines and taxes will be proportional to income, wealth, held assets, and or consumption. Article VI: The government shall publicly report all expenses and revenue in the cases an economy is made Article VII: The government shall track and publicly report how much currency is in circulation if an economy is made. Section XVI: The espionage amendment Article 1: Espionage is legal when spies are registered. All parties can have spies, but only a certain number. Article II: The definition of espionage is thus: Being in any platform outside of the SMP that you are not wanted in that you have accessed through an alt, conveying private political information from one Outside of-SMP Group to another Outside of-SMP or the SMP if you are there without the consent of the chat owner, using an alt to access a chat where you are not wanted, intentionally collecting information for yourself while being in the chat under a main or alt without the chat owner reasonably knowing about your presence in the chat, or using your main account for any of these purposes. Article III: Parties may have spies in times of war. Article IV: These spies are permitted the use of alts Article V: Parties will be assigned spies according to this formula Below 4 members: no spies 4-8 Members: 1 spy 8-12 Members: 2 spies 12-16 members: 3 Spies 16-20 Members: 4 spies 20+: 5 spies Article VI: Spying on non-citizens like Arc or D\*e Job is always legal Article VII: Spies must register with The Minister of Library, who will be responsible for documenting all of the spies and keeping that information confidential. They can now be impeached for revealing that information anywhere except in cases required by the law. Article IX: All spies will be given 00 status, with the final number chosen based time registered with the first registered spy getting 001 and so on and so forth Article X: Unregistered spies can be tempbanned, permabanned, and restricted from out-of-SMP platforms at the discretion of the judicial system and the mods Section XVII: the six seven amendment Article I: Any member of the Council Voting GC is allowed to put up a link to vote for bills. This includes the minister of press, mods, the president, and council. Section XVIII: Defining Population Article I: The official definition of the term "Population," will be made to mean all those who have officially registered in the Census (aka Registered Citizens) Article II: A definition is added for the term "Registered Citizen," meaning a person who is a citizen that has officially registered in the Census. Article III: The definition of Citizen will remain the same (see Constitution), The constitution, any bills, and/or laws referencing "population" shall henceforth use this definition unless otherwise explicitly defined to use another definition. Article IV:This bill will take effect immediately upon passage. Section XX: General Reforms 2 Article I: Any form of legal council for someone does not have the same obligation to bring evidence of crime to law (as to preserve attorney client privilege) Article II: For the specific case of council size limit determination the prior sub size based method will be used. (I have noticed some debate on the exact size so we shall determine that afterwards in a separate proposal) Article III: It is illegal to remove evidence of a crime, violations shall be considered a high crime. Article IV: The Minister of Library shall be merged under the Wiki team as with the wiki team there is minimal clear authority for the minister of Library which would not be filled by the Wiki team, we do not need a position to exist at such a level which has no clear job set out for it. Article V: Any council member who is considered to have a clear “Unique personal conflict of interest” on a proposition cannot make a vote which favors their personal conflict of interest, forced to either abstain (which mathematically reduces the total votes needed, for example if two abstain a 2 out of three voting majority passes something, this in parentheses is an explanation of existing law, not a proposal) or vote against their interest. “Unique personal conflict of interest” is defined as a conflict of interest that is not inherent to simply being in council, is not clearly held by over 2 fifths of the population, is not simply due to one's party, and is not held by a majority of the government. Article VI: A minister of economics shall be created at the economies release. This minister shall hold authority over the regulation of companies in a similar way to that the minister of political regulations holds. They can also make economic decisions, this is as not everyone in council is a fellow economics nerd and many vote against things they don't understand out of principle, something we should respect. The Minister's decisions on economic policy are able to be overridden by council, and the minister cannot overrule decisions by council, including economic directives for them to carry out. These economic decisions shall initially be taxes and spending, but by majority vote they can be given new authorities. Council can give a broad set of economic principles to be followed if they choose, though if a clear economic crisis occurs said principles can be suspended until council can give new directives. Article VII: If there is a time where a position has no minister, or the minister is unavailable at a critical juncture, possibly through resignation, the president can take on authorities of that position until a new minister is appointed. This is so vital government services can continue during such times, and is intended as an emergency stop gap measure.
