Section IX Article II and Article VI

These two articles seem to be opposing, as Article II states that banned members can participate in chats and servers, however Article VI says that anyone harboring a banned individual in their server is subject to punishment, implying that banned members aren’t allowed to be in ones servers and chats. For this reason I propose this amendment to either repeal Section IX Article VI, or to repeal Section IX Article II. I think the council should decide which Article to remove.
