Can't we just edit the baned members rule???

It has allot of conflicting this why not edit it to do this: A baned member can't participate in any teengovernment related server. If the owner of the server does not remove the member when they know they are in violation of the law they may be perma baned. If a member joins a teengoverment related server owned by a baned member they may be perma baned if they know they are in violation. Exeptions may be made by council. (yes I did make this when I was ragebaiting rbeorn)
