Timely Legislative Session Management Amendment (TLSM)
L.I.G.M.A LEGISLATION
Article 1: Council voting.
1.1: Council must record their ayes, nays, or abstains; failure to do so shall lead to it being considered null.
1.2: A user may not explain their reasoning via saying “What {USER}” said, or a variation of it.
1.3: Explanations do not need to be inherently true, yet must be connected to the bill/amendment in some way.
Article 2: TL
2.1: Council may not speak about non-voting-related topics in the official council group chat.
2.2: Users may not say a bill is good or bad outside of their voting reasoning.
2.3: The president may not speak upon bills or acts within the Teen Government group chats.
Article 3: The Ombudsman.
3.1: The Ombudsman must be given access to the official council voting group chat under the circumstance an investigation is made to investigate it.
3.2: If the Ombudsman finds screenshots missing from the transparency posts, and this information is shown in the Ombudsman investigation, then the Press Minister shall be forced to make a post apologizing, defending, or acknowledging this mistake. Under the circumstances this occurs three separate times then the Press Minister is considered impeached immediately.
Article 4: Conflict of interest.
4.1: If a council member has obvious connections to a bill they must vote abstain and explain this via Article 4 of the TLSM act.
4.2: Connections to the bill means the following: They co-wrote it, they officially wrote it, the bill directly benefits their party/organization (subjective according to the scenario).
4.3: Enforcement of this is up to the acting Press Minister, if they believe a user falls under 4.2 they must declare it to them, if done the users vote is considered null.
4.4: If a user wishes to keep their vote, they may argue their connection, under this circumstance the remainder of council must vote upon who is correct in this scenario, this vote only requires 50% of people who vote on it to say connection to invalidate it. It requires 50%+1 to allow the vote to remain.
4.5: Under the scenario a bill would lead all council members to abstain under this bill, it must be declared, where a poll shall be made on how this shall occur.
4.6: The processes of 4.5 are the following. 1: A public poll shall be given, one where there will be 3 options. Aye, nay, abstain, unsure. 2: Throughout a 24 hour period voting shall proceed where any user may vote. 3: If the results are >50% it fails, if it’s =50% it shall be given to the Vice President, if it is <50% it shall pass, yet the president may veto it. Under the circumstance their is a 85% or higher approval rate then it shall be immune to presidential vetoes, this percent is to be rounded down under the case of a decimal.
