Overview: The ARPD shutdown has brought our government information to a halt, and this is my solution to meeting the demand.
Article I: The Waiting Period
\- Article I.I: After a bill is proposed, there shall be a twelve hour waiting period before a bill can be up for a vote.
\- Article I.II: The Speaker/Speaker Pro Tempore shall be responsible for making sure that the twelve hour waiting period is not violated by counting votes which have been cast during the waiting period as null and void.
\- Article I.III: If a bill is introduced to Council during the waiting period, it may not be voted on until the waiting period is over.
\- Article I.IV: The 72 hour voting period shall come into effect after the waiting period has passed in the case that a bill is introduced before Council.
Article II: Debate
\- Article II.I In the Council chat, Councilmembers may state their opinions on the legislation either during the waiting period or before they cast their vote on the legislation.
Article III: Emergency Clause:
\- III.I: In the case of an emergency, the President may push Council to bypass the legislation in the case of urgency.
\- III.II: Unless not passing the aforementioned legislation would cause imminent harmful consequences or other unintended behavior that would occur if this is not passed immediately— in such case it may be passed without a waiting period.
Article IV: Enactment of the Legislation
\- IV.I: This legislation shall come into effect upon passage.
