Preface: Due to the fact that the waiting period of 12 hours often causes bills to be voted on a day or two after their proposition, I hereby propose this act.
Article I: Council members may not vote on a bill within 4 hours of it being posted on the Council Voting Chat, but may vote on it after that period has passed.
