Article I: If an act, motion, nomination, or other Council vote which has a passing threshold less than 2/3 gets at least 2/3 abstain and de facto abstain votes, it shall be considered rejected.
Article II: If an amendment or other Council vote which has a passing threshold equal to or greater than 2/3 gets at least a simple majority of abstain and de facto abstain votes, it shall be considered rejected.
Article III: For the purposes of this amendment, de facto abstains are non-votes which are considered abstains via the No Bill Left Behind Amendment, while a passing threshold is the threshold of aye votes required for a Council vote to pass.
