Another Abstaining Clarification Amendment

Preface: Due to the EACA’s ambiguity, I hereby propose this amendment in an attempt to clarify the exact functioning of abstaining.
Article I: All abstain and de facto abstain votes shall be not be counted towards the threshold required for a bill to pass.
Article II: If a piece of legislation either gets as many abstain votes as there are council members or does not get any ayes or nays in the 7 days after it is posted to the Voting Group Chat, the Vice President shall decide whether the legislation is passed or rejected.
