The number of different candidates a registered citizen can vote for in a council election would always be equal to the number of different council seats up for election in order to prevent confusion or chaos.
Example:
i) Council seats up for election is 7 = Each registered citizen can vote for 7 different candidates and a backup candidate in the council elections.
ii) Council seats up for election 5 = Each registered citizen can vote for 5 different candidates and a backup candidate in the council elections.
Note: This was a bit rushed, open to changes by council.
