Why I believe this is necessary: The current rule one, stating “Do not be an asshole” is very subjective and vague. I could argue someone saying they hate me is asshole behavior, even though that wouldn’t be harassment. Thus, I believe a distinction is necessary to protect the free speech of the citizen.
Rule 1: Attempts to harass an individual, for example making constant attempts to belittle, intimidate, or threaten them, shall be prohibited by this rule. If an individual can prove that another citizen has made more than two attempts, in a consistent manner, over a period of time which short distances between, they can sue them under violation of rule one.
Note: A short distance of time would refer to the amount of time for an action taken to be considered consistent harassment. Consider this scenario:
Person A insults Person B calling them belittling names during an argument (or whatever situation).
The next day, Person B is active. Person A inserts themself into conservation to insult them again. This would be considered harassment.
