This act aims to provide election security by doing various things.

1. Move elections from google forms to the ARPD's website (If this is not possible, this act is null and void until it is possible)
2. Extend voter codes from their current 4 digits to 15 digits + a Luhn algorithm digit for error checking, so 16 digits total.
3. Store voter codes in SHA-256 with salted in the ARPD's servers, preventing leaks of voter codes.
4. Also requires the ARPD's website to be open-sourced if possible, if it is not possible, only the election systems and website need to be open-sourced on git, with forks maintained by multiple members of the community, at least one fork however is required so that way even if someone deletes the code the forks are not taken down and the election system can be backed up safely to cloudflare edge.
