IRL physical-mental health exception act

Preface: In the face of the potential community initiative to seek IRL mental help and/or get authorities involved with RbeornArc the following act is proposed. While no laws actually prohibit information being shared (Only a subreddit rule) I believe this act is required to explicitly allow such activity.
Section 1: Terms
Article 1: Any law(s) applicable to sharing personal information shall be null and void when considering the real-life mental or physical health of one or more members of the community.
Article 2: Personal, in-real-life information regarding to any TeenGovernment member, citizen, or former-citizen, shall not be used with malicious intent under the guise of §1.1.
Article 3: If the member whom help is being seeked for wishes for any community-run investigations to stop they must provide evidence to community officials showing they have gotten help for pursuant issues.
Article 4: If the member has provided evidence they have gotten help under §1.3 it shall become a crime for community members to continue with any investigations.
Section 2: Effectiveness
Article 1: This act shall go into affect immediately and retroactively.
