Article 1: If for some reason the minister of elections cannot verify and declare the results of an election within a timely manner an "electoral state of emergency" is started
Article 2: In the case of an electoral state of emergency the minister of census may manage a 24 hour special election, taking office is delayed by a day after this election concludes. If the minister of census is unavailable the president may appoint someone for the duration of this special election
