Amendment to modify section 8, article 4 of the constitution

Preface: This amendment seeks to amend 20260331-7 §VIII(IV) and allow anyone to propose a proposition (And retroactively make it so people can't be sued for proposing propositions while it was in affect.)
Section 1: Terms
Article 1: Section VIII, Article IV of the constitution shall be modified to say "Only people who are counted in the census can vote and/or run for office."
Article 2: Anyone previously in breach of the previous "make propositions to council" part of the constitution's Section VIII Article IV shall be pardoned of their crimes.
Section 2: Enactment
Article 1: This shall go into affect retroactively upon passing.
