TL;DR of the preface: I was bored, this thing was written in a few minutes, may have loopholes, etc. Though is holefully still a nice thing to debate over and improve.
Preface: I was bored and wanted something to write. So here you go! A semi-functional, probably full-of-loopholes copyright system. I didn't do so much as single community poll on how people would feel about a copyright system, it's 3am (it's going to be far past the time I started to when this is actually finished, but whatever), and the ONLY reason this exists is again- boredom. So fave fun!

§1: Definitions
§1.1: "work" shall be defined as any piece of art, music, or other creative work.
§1.2: "Protectable work" and "Copyrightable work" shall be defined as any work that can be copyrighted and can be used interchangeably.
§1.3: "Protected work" and "Copyrighted work" shall be defined as any Protectable work that has been protected under the ZCRL and can be used interchangeably.
§1.4: "Content protection committee" is a non-partisan body composed of the minister of documentation along with a small team designed to handle protecting works and documenting which works are protected under the ZCRL.
§1.5: "Holder" shall be defined as the person who owns/has authority over a protected work.
§1.6: "Fair use" is to defined as use of a protected work for the purposes of comment, satire, or otherwise not claiming to be the holder of a work, and using it in a way that does not make that properly seem like their own. Other fair use cases may be established by court precedent.
§2: Terms for protecting a work
§2.1: Protecting a work via the Content protection committee
§2.1.1:(a) The "Content protection committee" is to be established made of: the minister of documentation, along with a team of members.(b) For the purposes of allowing broader membership shall not be considered a high office.(c) New members of the Content protection committee must be approved by council.(d) The council can override a decision regarding protecting a work with a simply majority vote.
§2.1.2: Any user may request a work be protected except if:
(a) The work is already protected
(b) The work is an logo/flag of an official institution.
(c) The work is otherwise against TeenGovernment law.
(d) The work is a derivative of another work already protected, seeing that the derivative is recognizable as being modified from the original instead of just being inspired.
§2.1.3: A request for protection must contain:
(a) The work itself
(b) A reason for protecting it
(c) Proof that the work is theirs
§2.1.4: Once a request for protection is submitted the Content protection committee can either approve the request and protect the work or reject the request for protection.
§2.1.5: If the Content protection committee rejects a request for protection they must supply a valid reason if so requested.
§2.1.6: The Content protection committee must keep some type of record of protected works and their holder.
§2.2: Protecting a work via automatic copyright
§2.2.1: Certain works may be automatically protected a limited extent. Examples of such works are:
(a) A post flaired with "works of art" that explicitly says that it's original.
(b) A party's flag or logo as long as it was posted on the SMP with a claim to its author.
(c) A work that explicitly says something like "ZCRL protected work" or "copyright (name)".
§2.2.2: Automatically protected works include similar, but more limited protections to officially registered ones, those being:
(a) Right to request a takedown, with the additional requirement of reasonable proof that the requester is the holder of such work.
(b) Right to profit off of said work.
(c) Right to use the work in any way and to modify it.
§2.2.2: Automatically protected works do NOT come with:
(a) Right to officially license protected work to another
(b) Right to have moderators remove infringing posts awaiting a verdict
§3: Takedown requests for a protected work
§3.1: Once a takedown request of any kind is filed the person(s) the request is directed at have 24 hours to comply before further action is taken. This period may be voided by the Content protection committee if they believe the person(s) the request is directed at is a repeat perpetrator or is otherwise acting in bad faith.
§3.2: A takedown request must contain:
(a) Infringing post/comment/message
(b) Original work/reference to original work
(c) Proof that the work is protected
(d) Proof that it wasn't fair use.
§4: Punishments and terms for breach of the protection of a work
§4.1: The only person(s) whom may use or possess a protected work are:
(a) The holder of the protected work
(b) A licensee whom the holder has granted temporary or permanent authority to use the protected work.
(c) Any organizations dealing in documentation for sole use and archival on the wiki.
§4.2: If the offender does not remove protected content within 24 hours of a takedown request (or if the Content protection Committee decides to bypass the wait) the offender may be through to court by the holder.
§4.3: There is no one sentence for violation of a protected work however the following variables should be taken into account:
(a) Whether or not the violation was malicious
(b) Repeated behavior of violation
(c) Any reputation damage caused by the violation
(d) Any monetary damages caused by the violation
(e) Whether or not the violator gained anything from the violation
(f) Any other circumstances found to be relevant.
§5: Enactment and miscellaneous
§5.1: This act shall be known as the "Zeedith Creator Rights Law" or "ZCRL" for short.
§5.2: This act shall go immediately into affect upon passing.
§5.3: Any actions within this act that require action and/or a vote from council shall be exempt from the voting waiting period.
§5.4: Protection never applies for personal use. An example of personal use is downloading or saving a work to your local device to use it at a later point without sharing it to others.
§5.5: Moderators may remove potentially infringing posts/comments/messages if the holder requests it while waiting for a trial.
