Treaty clarification amendment

Preface: If we go down certain foreign policy routes (looking at STG) we need clarity on what a treaty can do (this is effectively what was done before, just clearer)
Article 1: If a treaty can get over half support by those needed for enactment it can have the authority of a standard act
Article 2: If explicitly stated in the treaty and the treaty gets greater than 2 thirds or two thirds and the VP of those needed for enactment it can have constitutional authority (this is so certain parts (looking at you multi polsim leadership ban) can be augmented as needed with proper support)
Edit: Enactment will be as defined previously for sake of not massively shifting that for no good reason, all the stuff above applies this is more a clarification to the previous system to avoid confusion
