The sub rule revision amendment

Preface: Many sub rules are out of date due to the constitution having fixed a majority of the issues in them but the rules being listed unchanged, this should help fix that (this may take time as we haven't done the GC jump yet) (thank you Schro for bringing the sub rules issues to my attention <3)
Article 1: If there is a law that alters sub rules or creates new exceptions or anything else that changes the enforcement of a sub rule, a moderator can, and is obligated upon it being brought to their attention, to accurately update the sub rules altered by said law.
