"Article IX - The law should only establish penalties that are deemed necessary, and no one can be punished but under a law established and promulgated before the offense, and legally applied
Yet, if an individual violates a law and that law is amended, that individual may face punishment under the law as it existed at the time of their violation. If the exact period of conclusion is unknown, the amended version must be used, and in the case of a repealed law, they shan't be affected."
