Section 1: Definitions
These definitions are to be used throughout this document along with the constitution itself where applicable.
Article 1: "ex post facto" shall be defined as retroactively applying something that didn't exist when something happened.
Article 2: "ex post facto law", "ex post facto proposition", and "ex post facto amendment" shall be defined as any law of TeenGovernment which retroactively takes affect on things that took place before the law was passed.
Article 3: "Retroactive criminalization via an ex post facto law", "Retroactive criminalization", and to "retroactively criminalize" shall be defined as retroactively making something illegal and punishing people for doing it, even if that thing was done before it was made illegal.
Article 4: "protected" is defined as being explicitly allowed possibly with protections that make it illegal to try to punish someone for doing that thing.
Article 5: "unaddressed" in the context of law is defined as not having any laws addressing it. That being no law explicitly allows it nor makes it illegal.
Section 2: Terms
Article 1: Retroactive criminalization via an ex post facto law can only be done via constitutional amendments and then must also follow the terms of §2.2.
Article 2: If a constitutional amendment seeks to retroactively criminalize an action the following must take place:

  • (a) When put before council the person (admin, council member, press minister, or otherwise) who posted it in the voting chat must state that the law is ex post facto.
  • (b) If passed any transparency posts or announcements must state alongside any notes saying it's passed that it is ex post facto.
  • (c) Retroactive criminalization must still respect the normal statute of limitations.
  • (d) If the retroactive criminalization is a full reversal (the action was protected prior, not simply unaddressed in prior law) a public reason for the ex post facto must be stated in the proposition.

Article 3: Retroactive amnesty is allowed in any form of legislation.
Article 4: It is illegal to attempt to enforce any legislation that is not ex post facto as ex post facto.
Section 3: Enactment
Article 1: This constitutional amendment is not ex post facto.
Article 2: This piece of legislation shall be refereed to as "Zeedith's third constitutional cleanup amendment", "Z3CCA", "Z3CC", or "Zeedith's third constitutional cleanup amendment - Concerning ex post facto"
