Section 1: Definitions
These definitions are to be defined to be used within this amendment and the rest of the constitution where applicable.
Article 1: "IRL" or "In-Real-Life" shall be defined as the realm of physical happenings outside of the SMP, Discord, or any other TG-related platform—commonly known as simply "real life".
Article 2: "in-TG" or "TG-related" in the context of an event shall be defined as any events or happenings related to, pursuant to, or happening within TeenGovernment that does not affect "real life".
Article 3: An "Emergency crisis recess of government" (or "ECROG") is a state in which all governmental branches, institutions, and processes are temporarily halted or severely limited.
Article 4: A "Compartments of governmental operations" are defined as any of the following: Council, President & VP's office (executive), Ministerial office (executive), judiciary (Judicial), or mod-team (executive).
Section 2: Terms
Article 1: An emergency crisis recess of government can be started by one of the following cases:

(a) A supermajority vote in council and the concurrence of either the president or vice president.
(b) All members of 2 compartments of governmental operations and at least half of another all concur.
(c All members of a single compartment of governmental operations and concurrence of at least 2/3 of the citizenry.

Article 2: An emergency crisis recess of government may have a length of 1 to 14 days, the length of the emergency crisis recess of government must be included in any motion or vote to enact an emergency crisis recess of government.
Article 3: During an emergency crisis recess of government the following must cease operations completely:

(a) New propositions being posted to the voting chat.
(b) Trials, Judiciary rulings, or other legal work.
(c) Council voting upon propositions.
(d) The president vetoing propositions.
(e) The president declaring a state of emergency.
(f) The census minister holding a census.
(g) The census minister or referendum minister processing petitions and referendums.
(h) Any member of government hiring any new members to any committee.
(i) The election minister holding elections.
(j) The press minister releasing transparency posts.
(k) The foreign minister taking and/or participating in diplomatic missions.
(l) The Map Census Official holding a map census.
(m) The mod-team holding an internal vote.

Article 4: The following exceptions apply:

(i) Exception to any of §2.3 if the action, motion, or other action is attempting to stop the emergency crisis recess of government itself.
(ii) Exception to §2.3(m) if the vote is to take action against a user that is either spamming, posting content against SMP rules, or ban-evading. (Any trials will happen after the emergency crisis recess of government)
(iii) Exception to §2.3(m) if the vote is to remove a member of the mod-team which has abused their power.
(iv). Exception to §2.3(j) if the posts were already written before the emergency crisis recess of government was enacted or the post is relating to the emergency crisis recess of government itself.

Article 5: An emergency crisis recess of government may be lifted by the following means:

(a) The period of the emergency crisis recess of government expiring.
(b) Council votes a supermajority to do so & has either the president or VP concur.
(c) A petition under exception §2.4(i) finds a supermajority of citizens wish to do so.

Section 3: Enactment
Article 1: This amendment shall immediately amend the constitution upon passing.
