Any moderator/enforcement officer may use the emergency power to time out, delete a post, or any enforcement action (excluding banning kicking, or an enforcement that would violate an individual's basic rights), in the case they can prove the necessity of it. In the case an individual is doing any harm to another individual, in any way, anyone may use enforcement action to stop it, even without a rule being cited nor making them aware of their violation. This may only occur in the situation in which it is seen as necessary to ensure harm isn't done. Abuse of this system will be prevented by allowing an individual to appeal to a higher court, and if the punishment was unjust, the one responsible for it will be impeached
