Harassment and reports policy proposition

In light of all the prior attacks we've seen on users' safety, I believe we should push a new policy related to the health and well-being of our members. I propose the "Harassment and Reports" policy. Article I (General Policy Details): A.1: A new website shall be created. A simple one, even something like google sites be created. A.2: Or, just a singular form. With a website, though, we could add help hotline resources, notes on how reports are processed, and more. B.1: On the website, there will be an embedded Google form. The form will NOT require you to enter an email/name - the form will be completely anonymous. B:2: If needed, the council can majority vote that the form should temporarily require your email/reddit/discord username. This is for spam protection. C.1: Reports will be sent to the judicial branch, where further decisions will be made. Article II (Policy Spam Protection): A.1: The system would be, of course, spammable without spam-protection features; therefore, I propose a few new spam-protection features. B.3: Follow-ups for this in Article III. Article III (Evidence): A.1: As stated once again, at least one piece of VIDEO EVIDENCE, or they face the discard of the form. This is to prove it is not forged or photoshopped. B.2: If you've already provided video evidence to a form and would like to add other evidence that is not in the form of a video, that is allowed. B.3: Any evidence will be run through an AI checker. AI must NOT be used to 1: Write summaries of what happened, or 2: Forge the video/images. If the AI checker. B.3.1: If the said AI checker believes the text/image/video(s) in the form are NOT AI, the council may vote for either 1: Have the decision made by themselves, or 2: Use a separate AI checker. B.1: A summary of what is happening is said; image(s)/video(s) are required for both context reasons and to better understand the said claim. Article IV (Extra Notes): A.1: This policy may be modified or edited, just like all other policies, especially if in the future AI has changed or the server of r/teengovernment has gotten out of control/in a state of emergency, as it is in its current state. B.1: The said server will also have help hotlines (e.g., 988/111), a "How your reports are processed" page, and a rules page. The rules page will have rules against spamming. If spamming is found, we may take legal action and issue a ban/kick/mute. C.1: If spam is found, people may be tried in court for it.
