Feel free to point out any issues! --- Section 1: Definitions Article 1: "Targeted legislation" is defined as legislation designed to adversely affect or disparage a certain group or person. Article 2: "Legislation" is defined as any form of amendment, bill, act, amendment, or other motion put before council. Article 3: The "Right to propose" and the "right to propose legislation" are defined as the fundamental right to propose changes to the government without fear of retribution. Section 2: Terms Article 1: No law of TeenGovernment may prohibit the right to propose. Article 2: Officials who pursue bans or other forms of punishment for someone proposing a piece of legislation may be punished based on court discretion. Article 3: Everyone regardless of political affiliation, standing, status of being registered with the census, race, sex, or any other distinguishing factor has the right to propose. Article 4: Despite everyone having the right to propose council shall never be required by any law to vote upon all legislation proposed. (NIL: Kinda already exists, but it clarifies that council can choose to simply let a bit sit there and have no bill left behind take affect or such instead of having to vote on something that they don't feel warrants a vote.) Article 5: The following exceptions apply to any clause in this amendment: * (a) Legislation may seek punishment if the body, title, or other contents of the legislation in-of-themselves contain hate speech, gore, or other content that objectively is likely to disturb mental peace.

  • (b) Legislation may seek punishment if the legislation is targeted legislation.
  • (c) Legislation may seek punishment if the legislation or similar legislation has been proposed more than 3 times in the past week. (Spam)
  • (d) The right to propose legislation may be removed if the user is being punished under the Digital Capital Punishment Act V2. Article 6: (NIL: Totally not relevant to this law, but still) any part of a piece of legislation clearly segmented with punctuation or other visual indicators that starts with "NIL:" or "Not In Law:" shall be held as note by the drafter and "Not In Law" nor legally enforceable. Such content shall be expressly viewed as a note or observation from the author and not the will of the people, council, nor any government official and shan't be enforced in any legal capacity. Section 3: Enactment Article 1: This amendment shall immediately amend the constitution upon passing. --- Fixed spelling mistake in §1.2
