Council Transparency Amendment

Section I. Introduction
The purpose of this Amendment is to establish a permanent system of public oversight over Council affairs, reduce reliance on Transparency Posts, improve accessibility for Council Members affected by technical issues or Reddit Bans, and ensure that all Citizens may continuously observe the conduct of their elected representatives.
Section II. Articles
Article I
Two Council channels within the main TeenGovernment Discord Server shall be created:

All Citizens shall be granted view-only access to both channels.

The ability to send messages within Council Channels shall be restricted to:
Article IV
i) Discord Moderators may communicate within the Council Channels only when necessary for moderation, technical issues, etc. They shall not comment on Council decisions, debates, discussions, or voting and stuff.
ii) The Ombudsman may communicate within the Council Channels only when necessary for investigation and stuff.
Article V
Any elected Council Member may appoint a Representative.
Article VI
A Representative shall gain access to communicate in the Council Channels and Voting Channels as a representative of a Council Member who is unable to participate directly due to not having discord, being inactive on discord, bans, or other reasonable circumstances.
Article VII
A Representative shall follow the instructions of the elected council member and may vote, comment upon a proposition, or otherwise act only if such instructions are received from the elected Council Member.
Article VIII
If a Representative fails to properly follow the instructions of the elected Council Member, the elected Council Member may remove and replace them at any time.
Article IX
The position of Representative shall not be considered a high office. Any individual may simultaneously serve as a Representative and hold another high office.
Article X
Whenever a Representative casts a vote, or comments upon a proposition on behalf of a Council Member, the Representative shall provide a screenshot of the elected Council Member's voting instruction or comment.
Article XI
Failure to provide the required screenshot, failure to properly represent the elected Council Member, or a complaint from the elected Council Member shall constitute grounds for immediate removal from the position of Representative.
Article XII
The Press Minister shall no longer have to release transparency posts every day, instead The Press Minister shall publish an official update on all the propositions The Council has voted on after the last update and so on, in the subreddit main page at least once every 72 hours.
Article XIII
Council Updates shall contain the status of propositions considered by the Council, including propositions passed, rejected, or currently under consideration, but shall not be required to include screenshots.
Section III. Justification
This Amendment is proposed in response to the significant lack of transparency experienced during the May Council. The heavy reliance on the transparency posts created situations in which citizens were unable to consistently observe Council proceedings. Delays and technical issues demonstrated that transparency posts alone are insufficient to guarantee public oversight.
Additionally, we have repeatedly experienced technical issues relating to Reddit GCs. These recurring issues have demonstrated that Reddit GCs are not a reliable platform upon which to base the transparency and operation of the Council.
By replacing a system of periodic disclosure with one of continuous public observation, this Amendment ensures that transparency is maintained at all times rather than only when transparency posts are published. Citizens shall be able to view Council discussions and votes directly, creating a level of accountability and openness previously unattainable under the existing system.
Furthermore, this Amendment reduces the burden placed upon the Press Minister, and ensures that elected council members can serve their term properly even if they are unable to access or are banned from Reddit or Discord.
The Council shall operate under constant public supervision, ensuring an unprecedented degree of transparency, accountability, accessibility, and public trust within TeenGov.
Section IV. Effectiveness
This Amendment shall take effect upon the formation of the next Council.
