Mental health team

Though delayed due to the loss of access to my phone for a time and other crises delaying me I will declare the establishment of a mental health team due to the seriousness of the matter of mental health and how much effect it has had as of late.
This team will be of volunteers willing to assist either the reddit side discord side or both mental health ministers. Appointment can be done by me or a mental health minister.
This is not a high office any citizen not explicitly ineligible in another law is eligible.
