Key Definitions:
Unregistered Citizen — Any human teenager, older than 13 years, who is a member of r/TeenGovernment or the related official Discord, who does not possess a valid Citizen ID.
Senior Citizen — Someone who is a citizen of TeenGovernment older than 19 years.
Registered Citizen — Someone who has received a valid Citizen ID that is active in the ID database.
Verified Citizen — Someone who has received a valid Citizen ID that is active in the ID database, and that ID has been used to fill out a Census.
Population — The sum of the number of Registered Citizens and Verified Citizens.
Census Minister — The person in charge of the Census Ministry and all things relating to the census.
Census — The mandatory document used to verify citizens, record demographics, and to make nice graphs.
Census Response Period — The period of time, the 5th till the 19th of every month, when the census period of that time is accepting answers.
Census Period — The period of time each month when a particular census is relevant.
Voter Fraud — The act of lying or fabricating who you are in an official poll, census, or election to gain personal benefit, to achieve a goal, or to conduct an intentional mistake to play out a joke.
This piece of legislation seeks to explicitly repeal the following legislation to allow for the full implementation of this bill’s contents.
Article I: Duties of the Census Minister
Section I: Census Reminders
The Census Minister shall be required to post notices on the opening of a census response period, the closing of a census response period, calls to complete the census, and the results of a census.
If these notices are not posted within a week of when the event is scheduled to take place, the Minister shall gain a strike, if they acquire two strikes they will be forced to resign once their duties for that census are finished or expire.
Calls to complete the census are required to be posted at least once a week during the census response period and failure to do so during a week shall be counted as a strike and be applied to the same rules stated above.
Moderators of both the r/TeenGovernment subreddit and the related official Discord must pin the listed posts, and on Discord post them in #announcements and ping the role containing the most people. The Census Minister will need to tell the Moderators to pin them.
Section II: Recording and Assigning Citizen IDs
The Census Minister shall be chief in charge of assigning Citizen IDs and recording them in a spreadsheet. The Citizen ID shall be tied to a specific Reddit and/or Discord account for verification.
Section III: Political Affiliation Recording
The Census Minister shall be responsible for recording the number of parties and their respective member counts. They will also be required to confer with an ARPD admin to update the ARPD in accordance with the relevant party information.
Article II: Census Form
Section I: Who May Respond
Any citizen (including prisoners) may respond to the census as long as they have a valid Citizen ID. However if you fit into one of the following categories you must answer if any are applicable to you.

The Census opens to responses on the 5th of every month and closes to responses on the 19th of every month.

Subsection III: Future Questions
Any future questions may be added to the census as long as they pass the approval of the council and legislation on the proposed questions details whether it be required to answer.
Section IIII: Changing Answers
One may change any answer of theirs on the census by reaching out to the Census Minister if some information of theirs becomes outdated or if the form was filled out improperly.
Section V: Census Results
The Census Minister shall be required to post the results of the census on the 20th of every month. The results must include all demographic data gathered from the census, but without compromising anyone’s personal privacy or allowing any tampering with any future census, election, or referendum. If any Census Minister is caught tempering with results of the Census shall immediately be forced to resign. (Removing improper census submissions shan’t be considered tampering with the census results. Although they will be required to ask the answerer to resubmit a proper census submission.)
Article III: Citizen IDs
Section I: Validity, Citizenship, and Registration
If a person ever needs a Citizen ID, requires a new one due to fraud, has previously had a voter code, or to be reminded of their ID they may request or be given one from the Census Minister, Referendum Minister, or Election Minister.
Upon obtaining a Citizen ID it is valid as long as you fill out each of the monthly censuses. All that is needed to revalidate a Citizen ID is for it to be used by the same account again.
Having a valid Citizen ID allows you to vote, run for office, and entitles you to the rights granted in the TeenGovernment Constitution and rights previously granted by filling out the census.
Section II: Citizen ID Workings
Citizen IDs are made up of a 6 digit numerical code. These codes are to be organized into a spreadsheet for easy access for allowed persons. Only the Census Minister, Referendum Minister, Election Minister, and/or acting replacement may edit the spreadsheet. Only the Census Minister, Election Minister, Admin, Referendum Minister, Ombudsman (when necessary to an investigation), or any acting replacements for these positions may access the Citizen IDs.
Article IIII: Enactment and Conflicting Legislation
Section I: Nullifying Conflicting Legislation
The Census Assistant Position will be removed as it is no longer necessary.
Any legislation, or clauses of any legislation, that directly conflicts with the dealings of this bill will be rendered void of being an enforceable law. No previously passed legislation shall be seen to repeal, overturn, or overrule this legislation.
Any legislation previously being dependent on Voter Codes, Citizen IDs, the Census Ministry, or the Census shall furthermore be dependent on the replacements outlined in this piece of legislation.
Section II:
This piece of legislation shall immediately amend the constitution upon passing the council’s vote. All items detailed in this document shall be required to be enforced by the opening of the July Census or July 5th.
