Article 1: In case a councilor steps down during election season (after the 20th), no special elections shall be held and the vice president will take over
1.1: In case more than one council member steps down, then the council will run at reduced size
1.1.1: The judiciary may appoint a temporary council member (or council members) if they wish, though this is not mandatory.
