Emergency Tiebreaking Amendment (E.T.A.)

Preface: Due to unclear language in III.III of the Constitution leaving the question of whether the Vice President tiebreaks on 2/3 votes for constitutional amendments up in the air and this unclear language leading to the possibility of many amendments passed within the last few months being under threat, I, u/Then_Train8542 hereby propose this amendment to our constitution.
Article I: In a standard Council vote, if at least 2/3 of non-abstain votes on a constitutional amendment are aye votes, then the constitutional amendment shall pass. If less than 2/3 of non-abstain votes on a constitutional amendment are aye votes, then the constitutional amendment shall be rejected.
Article II: If exactly 50% of non-abstain votes on a bill, law, or act are ayes and 50% of non-abstain votes are nays, then the Vice President shall decide whether that bill, law, or act passes or fails.
Article III: Any verdicts on legislation proposed at least 7 days before this amendment's passage shall continue to be in effect, and no one may be prosecuted for any verdicts made whose status was unclear under the legislation which this voids.
Article IV: This is a constitutional amendment.
Article V: This constitutional amendment shall go into effect as soon as it is passed.
